The Infrastructure Investment and Jobs Act (IIJA) signed into law by President Biden on November 15th provides historic levels of funding for dam rehabilitation, removals and hydropower retrofits. This webinar will provide an overview of the IIJA and the Uncommon Dialogue process, a coalition of conservation, hydro industry and dam safety organizations, that worked with Congressional champions to develop the proposals included in the IIJA. The presentation will share specifics on the programs and funding levels and how they can be used to benefit Ohioans.

Mark Ogden is a project manager/technical specialist with the Association of State Dam Safety Officials focusing on state dam safety program advocacy. He holds a Bachelor of Science degree in Civil Engineering from The Ohio State University and is a registered Professional Engineer in Ohio and a Certified Public Manager. Mark has over thirty-five years of experience in dam safety including twenty-five years in state dam and levee safety regulation. He is retired from the Ohio Department of Natural Resources, Division of Water where he served as the administrator of the Water Management Section with responsibility for the Dam Safety, Floodplain Management, Coastal Erosion Permitting, and Canal Operations Programs. Mark is a long-time member of WMAO including previous service on the Board of Directors and is a member of the Ohio Water Hall of Fame.

Jeff Leahey is a Vice President with Strategic Marketing Innovations (SMI), a Washington DC-based firm that has been assisting clients with government relations and strategy for over 25 years. Jeff is an experienced government affairs professional with a background in energy, environment, and natural resource issues.

Prior to joining the SMI team, Jeff served as the Executive Vice President for Governmental Affairs at the National Hydropower Association representing NHA before the Congress, Administration, and federal agencies on various matters including climate and clean energy policy, tax policy, R&D funding, and many others. Jeff has testified before Congress, drafted legislative policy, and developed comments on regulatory proposals. He has implemented successful lobbying campaigns, led complex policy negotiations, and overseen public affairs messaging initiatives.

Jeff currently serves on the Board of the National Energy Resources Organization (NERO) and is also a Board member of NHA. He is an attorney, who graduated from Northeastern University School of Law in Boston, MA.
